Fujifilm markets the new X-T5 as a 'Photography First' camera in order to distinguish it from the Fujifilm X-H2 and Fujifilm X-H2S cameras. Fujifilm USA even released a video explaining this choice in a humorous way:

Here are the reasons we think that make the X-T5 a more photography oriented camera compared to the X-H2:
Three-way Tilting LC Screen (compared to X-H2's fully articulated screen)
Dedicated ISO, Shutter and Exposure Compensation Dials on the top plate (X-H2's top LCD comes very handy though)
Lighter and more compact body

Other than these, I can't see much reason why the Fujifilm X-H2 can't be as good as the X-T5 for photography. But keep in mind also that the X-T5 is $300 cheaper than the X-H2 ($1699 vs $1999) so if you don't need the video oriented the features, no need to pay more!
